1.3.6[1-4] TCP problems

Hi all,

in release 1.3.6[1-2] and still in *.64 TCP is broken.
(via CSLIP if that does matter)
ICMP and UDP is working (ping and traceroute are OK)
but all other TCP connections are timing out.

Attempted outgoing connections are shown as ESTABLISHED in netstat,
incoming connections are marked as SYN_RECV but no data is transfered.

This should be fixed soon.
