sysrq on serial port build problem

kernel: linux-2.4.0-test1-ac19+reiserfs-3.6.9

with console on the serial port and no virtual console turned on in the
kernel. i tried to enable "Magic SysRq key" but got this error.

the error goes away when i turn on virtual console.

attached is the .config file that does not build and the changes to get a
successful build.

i am willing to try out fixes.
