My VM rebalancing patch should fix both these problems.
Unfortunately I've only had time to test it on my 64MB
machine, but it should work well on other machines too.

Today or tomorrow I'll make code (sysctl switchable) that
prevents memory hogs from completely dominating the machine.

(and yes, I would *really* like to know if it is as effective
for your particular workload as it is for the workloads I tested
