This is a bug in 2.3.18, already fixed in my PCI patches -- see
ftp://atrey.karlin.mff.cuni.cz/pub/linux/pci/alpha/l-pci-2.3.18-3.gz.

With my recent patches and the recent alpha of pciutils, ROM bases
should be displayed correctly :)
