The problem is that noone stood up to write a proxy arp daemon yet.

Given that proxy arp is a very ugly special case in 2.2 (neigh_*
vs. pneigh_* in net/core/neighbour.c) once the user space daemon
proxy arp (and rarp ;) could vanish from the kernel completely in 2.3.
