That's not quite correct. If the author placed the software under GPL, and
then changed his mind, you are correct. However, if the author did not have
the authority to place the code under GPL (e.g., the code includes someone
else's non-GPL'ed code that the author does not have permission to
sublicense), then those purportedly GPL'ed copies aren't really GPL'ed.
