/ is busy when rebooting Linux-2.1.120

I have observed a "/ is busy message" from umount in the
RedHat shutdown scripts with 2.1.120. This never happened
before, so I thought I should report it.
The system was very busy before this (compiling egcs-1.1
and XFree86-3.3.2).
This involved multiple rounds of un-taring and deleting
both source trees (LOTS of files).
