OLE structure storage was done because it makes sense for them to do
so. They have a consistent API for storing objects that many
applications can (and do) use.
This API happens to nicely encapsulate the data all in one file, so
clueless\joe can drag the file from one place to another, and they
also have backwards compatibility with DOS.
OLE SS might suck in many ways, but having a library and well defined
interface for this type of thing, isn't an entirely stupid idea.
