xringd (don't know if you can easily find it now--I used it at the time of
my slackware 3.0 setup) does _exactly_ this. It is configured to
recongnize to certain sequences of rings and inter-rings spacings and
respond accordingly with configured actions.
That's perfect for your purpose.
