Re: mixing kernel and userspace headers. Another instance of the need
for long-term-stable interfaces, as in "we won't allow incompatible
changes in this interface until Linux n.0". That oughta give library etc.
developers time to adjust without feeling rushed. The current pace of
kernel development makes the idea of maintaining separate parallel
definitions seem infeasible.

Unfortunately the effort to produce an interface that can be declared
stable is exhausting and, worse, takes time away from coding new stuff.
