coda filesystem and sysctl

Hi,

If the coda filesystem and sysctl is enabled, the proc_sys_root directory
node is defined in "linux/fs/proc/root.c" *and* "linux/fs/coda/psdev.c".
This results in a nice linking error ...

IMHO proc_sys_root should be defined in "linux/fs/proc/root.c" - and not
depended on CONFIG_SYSCTL.
