scheduler weirdness

Hello all,

I have a PPro 180 running 2.1.99. I have been hittin the machine
with lots o messages (Sendmail delivering to local mailboxes). The
machine has 64MB of RAM. The weirdness is this: The load is at
147 and the machine is still chugging along just fine, but what's
weird is that sometimes my "cat /proc/loadavg" comes back with a
result right away, but waits 10 seconds other times. Does anyone
have any idea what might be causing this?

As far as I'm concerned, the machine has the ability to be interactive
at a load of 147, but something is causing it to "stall" every so often.

The machine is not swapping and it's doing very little disk access
(cached writes, nodiratime, noatime).
