I know this is probably a silly idea but doesn't lilo accept a stanza
like
ramdisk=/dev/hda7

Put an uncompressed fiesystem on there and hey presto your initrd _is_ a
partition, which you can mount somewhere later in the boot process...

Obviously any 1024 cylinder rules you may have still apply.
