Detecting media insertion (answer for CDROM's)

It turns out that, at least for CDROM's, there is a
CDROMDRIVESTATUS ioctl defined in <linux/cdrom.h> that is supposed to
be able to tell if there the tray has been inserted into the CDROM and,
if so, whether or not there is media in the tray. It seems to
work partially with my IDE CDROM drive and Linux 2.1.91. I am
in the process of tracking down some quirks in its behavior to determine
if they are a limitiation of my drive or software bug.
