there may be slight problem with set6x86:
If set6x86 really optimizes something, you'll need to recalculate
bogomips - which is something that can not be done from userland.

PS: Actually, utility to force kernel to set bogomips _very_ high and
another to recalculate them might be pretty nice. This way, when
someone boots my machine with turbo off (again), I could set bogomips
very high, turn turbo back on, and let machine calibrate.
