Um, in my efforts to find this problem I discovered that mke2fs was only
writing out half of everything...strange...out of 508 blocks (actually
unit might be wrong, could be anything), it was writing 252 or so which
was the value of hdb1. So I grabbed a pre-compiled e2fsprogs 1.10, and it
worked like a charm. Is this a glibc issue? Is my compiler screwed? (gcc
2.7.2.3 glibc 2.0.6 compiled here).

So it looks like this is not a kernel issue, but an e2fsprogs issue. I
will also point out here that although I am not using them anymore, I was
using the new 1.12 WIP, and it had the same problem.
