slow FTP transfers with 2.1.87 and 2.1.88

I ran ftpd (Version 6.2/OpenBSD/Linux-0.10) under Linux 2.1.88 and
retrieved a 354 MB file from it over an otherwise quiet 10Base-T Ethernet
to a PC running Windows 95 4.00.950, using the FTP client that came with
Windows. The transfer rate was only 60 kB/s. I rebooted the Linux system
into Linux pre-2.0.34 (2.0.33 with Alan Cox' collection of patches) and
retrieved a 128 MB file; the transfer rate was 114 kB/s. Booting into
2.1.87 and sending a 140 MB file, I got 60 kB/s again. I tried to strace
ftpd, but immediately got an "Illegal Seek" error.
