2.1.33 PPP Link problems

I have verified that 2.1.33 compiled for SMP will occasionally drop
a PPP Connection even if on a physical wire with DTR and RTS tied high.
The PPP daemon __THINKS__ it got a SIGHUP and logs "Hangup (SIGHUP)".

I wrote a small program to monitor modem-control bits and log if the
driver thinks they change. They did not change for a 24 hour period so
I think there is a 2.1.33 kernel bug when using PPP.
