I don't know if this has changed for OS/2 4.0 (moved to linux before
it!) but in 3.x it just displayed a bitmap and then started printing
text mode messagess during the boot up and driver loading. _Then_
moved to graphic mode when the system was actually already booted and
it had to just load the GUI (something like loading xdm as soon as the
boot finishes?). I wouldn't call this a graphical boot.
