weird loadavg. with latest kernels

I've noticed in the later kernel(since about maybe .17 or .18) that
loadavg raises to around 3.x instead of 0.x after a couple of days
uptime. The system doesn't seem sluggish and nothing big is running
that should cause a load of 3+.
