It is in the readme file for the libc. You can get it via ftp from:
ftp://tsx-11.mit.edu/pub/linux/packages/GCC/private/tofu

I also mirror it on ftp.nether.net when it's up, it's running 1.3.66
and not very happy at me. ;-) It doesn't like all these tcp connections.
