AHA2940 fails to make a fast&wide connection.

I am running AHA2940's on two 486 pci machines, each has a Conner
CFP1080S fast wide scsi disk. Both consistently refuse wide (20mb/sec)
transfers. Below is an outtake from the boot time messages:

This behavior is consistant with a patched 1.2.13 kernel as well as
stock 1.3.59 and 1.3.64. Any suggestions on how to get up to speed?
