1.3.64 & PPP "Connection closed by foreign host"

While using Linux 1.3.64 and PPP 2.2.0d with a V.34 modem, and getting a
file via FTP (MRU = MTU = 1500 bytes), if I try to use "finger @host" I
often get just:

[host]

and if I do "telnet host 79" I get "Connected to host." but then
"Connection closed by foreign host." This happened with VMS, HP/UX,
and Linux (1.3.45) hosts, but not with localhost or with an Ultrix
4.3 system. It happens with the SMTP port too. When the PPP link is
lightly loaded, there's no trouble. I have the following configured:
