Problems with 1.3.24 modularization

Compiling 1.3.24 with PPP enabled, and SLIP as a module, causes errors
compiling vmlinux. The errors are due to slhc not being present. I am
guessing the dependencies needed to be updated to include slhc when PPP
is enabled as well as SLIP. Just my guess as to why it dies. :-) If
you wish to see the actual errors, let me know, and I'll email them.
Thanks for all the good work, and I hope this helps eliminate one more
bug. :-)
