[PATCH] [DOC] ips.changelog 2/2 remove changelog from sourcefile

Remove the changelog from the scsi ips driver, since there is and up-to-date
version of that changelog under Documentation/scsi/Changelog.ips.
I added a comment to mention that there is a changelog and where it exists.
