removing ip_conntrack locks with 100% cpu usage

this is under 2.4.0-test-ac16 using iptables and NAT:

i was having trouble port forwarding with NAT, so i decided to try reloading
the modules. my filter table and my nat tables were empty when i started
rmmod'ing them all. ip_conntrack was the second to the last i removed, right
before ip_tables. rmmod froze, and is now using all of my cpu time:

  PID USER PRI NI SIZE RSS SHARE STAT LIB %CPU %MEM TIME COMMAND
  26515 root 12 0 324 324 268 R 0 97.4 0.2 6:06 rmmod

the module appears to still be in the kernel:

  Module Size Used by
  ip_conntrack 0 0 (deleted)

and the ps aux entry:

  root 26515 94.3 0.2 1044 324 ? R 13:42 7:10 rmmod ip_conntrack
