[uPATCH] pre7-8: jiffies confusion

WRT PnP bootp, I noticed that for 2 functions in net/ipv4/ipconfig.c,
"jiffies" isn't being used as the regular volatile unsigned long, but
instead is being masked by a function param of u32 type. This seemed
confusing at best, and as I couldn't track down a reason it needed to
be that way, the attached renames them.
