My initial guess is that many people (like me) are running with
append="devfs=nomount" at boot-time and are mounting devfs on /devfs.
That way you have both the dynamic-hotswapping-funky features of devfs,
while still being able to fall back on the regular old names in /dev.
I know there is a devfsd, but it is not like I am going to hotswap the
harddisk in my laptop anytime soon, so I don't see the point of that.
Fixed stuff in /dev/ and dynamic stuff in /devfs/ is just fine for me.
