It was intended for DOS TSRs and other system services.
Since IBM came up with the key, OS/2 might use it.
Win95 really ought to be using it instead of Alt-Ctrl-Del
for the popup that kills runaway processes. I think Linux
should reserve the key for secure login in all keyboard modes.
