No Java option in config 1.99.3

I patched up to 1.99.3 from 1.3.100.

I keep reading about the Java support. I assumed (after reading the
java.txt in ~/Documentation) that I would see something about it if I
re-ran "make config" which I don't always do.

Nothing.

I've grepped until my fingers turned fuschia and still don't see it in there
anywhere.

What am I missing?
