While certainly not a perfect solution, I think it would be handy for
config to pick up the current system configuration from /proc/pci,
/proc/filesystems, /proc/net/dev, etc. While not particularly useful
when starting off (because most preconfigured kernels have LOTS of things
selected that the user won't need), it would help for people who have
previously tailored their kernel.
