Patch: linux-2.2.14pre13/net/ipv4/ip_masq.c did not compile

linux-2.2.14pre13/net/ipv4/ip_masq.c references
sysctl_ip_always_defrag before it is declared extern. This patch moves
the declaration up so that the file compiles again. Really, I think
this and a bunch of varaiables that declared extern in the .c files
in which they are used should have their extern declrations moved to
.h files.
