PATCH: boot-time DHCP

I was surprised to find that the plug-and-play network configuration
supports BOOTP and RARP(?!) but not DHCP. So I added it myself.

As a bonus, I threw in a new /proc file: "/proc/net/pnp".
If it has any non-comment lines, then it's suitable for use
as your /etc/resolv.conf. :-)

The first version of the patch is enclosed.

Note that DHCP leases require periodic refreshes. So this patch is
*NOT* enough for long-term operation: You still need the DHCP client
from user space. But this patch will get you booting, even if your
root filesystem is NFS-mounted.

Alan, I'm not quite done with the /proc features, so please do NOT
consider this for 2.1.14.
