RE: 2.2.13 networking: packets delayed by many seconds

I had a similar problem with the tulip build included in 2.2.14pre9. I
couldn't get the included 'old-tulip' to work (it wouldn't detect my card
for some reason). So I grabbed v0.91 from the web, and it worked perfectly.
My card is based on the 21140 rev 34.
