O_SYNC only on ext2?

In fcntl.h (via another MandrakeSoft hacker):
> open/fcntl - O_SYNC is only implemented on blocks devices
> and on files located on an ext2 file system

Is this the case? I thought O_SYNC was independent of particular
filesystems.
