[2.2.13] hanging on boot

I'm having a strange problem with 2.2.13. It is hanging immediately on
boot having run out of memory. Is anyone else having this problem? I'm
using the same config that I used for 2.2.12, compiling with 2.7.2.3.
If there is any more information I can provide, please let me know.
