'Cannot allocate resource region' for 2.3.20

Hiya,

I noticed a inconsistency in the PCI-code for ix86:
In arch/i386/kernel/pci-i386.c:L230 :
Resource region gets disabled if no parent resource found or no resource
could be allocated.
But in L268 it states that the resources for several regions (IDE/VGA
etc) should not be touched.
Except that we already have, if they don't have a parent resource
(Logically, of course, we haven't messed with the actual settings at
that point).
However, this leads to some quite annoying messages at boot-up and an
uneasy feeling that there _might_ be something wrong.
