1000ms delay in networking stack or driver, new bug?

I periodically notice that all or most network traffic is taking exactly 1000
ms. No matter where I check traffic, most roundtrips seem to take 1000ms.
This includes pings, traceroutes, and apparently TCP traffic since connections
are running very slowly. Downing/upping the interface cures the problem.

Note that I checked both remote and local servers. Local systems are on a
hub. Remote servers are reached via an ISDN router, a ACC Congo Voice/data
router, that performs NAT and dhcp server.

I notice this most clearly on my laptop but I believe I may have seen symtoms
of this on other servers.

The laptop is a PII 266, Enpower ENP-802 (Chicony OEM).
