PS: When a TCP packet is bufferd in the network layer, it will increase
the round trip time. Ok. It will also increase the rtt when it is buffer
by some router in the net. So I do not see a problem with buffering a
packet after it left the TCP layer and Van Jacobsen's paper. Is there a
problem?
