IMO it would be a good idea to change the semantic of ll_rw_block this
way:

--- 2.3.13-pre8/drivers/block/ll_rw_blk.c Sun Aug 8 17:21:29 1999
+++ /tmp/ll_rw_blk.c Mon Aug 9 01:06:06 1999

struct blk_dev_struct * dev;
int i;

+#if 0 /* fix the callers in the 2.3.x cycle */
/* Make sure that the first block contains something reasonable */
while (!*bh) {
bh++;
if (--nr <= 0)
return;
}
+#endif

dev = NULL;
if ((major = MAJOR(bh[0]->b_dev)) < MAX_BLKDEV)

It seems nothing is using such a feature and it's only wasting some CPU. I
think we can safely comment it out.
