Whoa, that's one sick system. Or maybe a sick/broken/obsolete drive.

I can only suggest elementary debugging: Try with one HD at a time
connected to a given controller. (Connect your "hdb" as "hdc".)

It's "lspci", not "I". It's part of the "pciutils" package in Debian
Linux. I don't know the original author etc.
