Oh my, do we have a bug? The sticky bit is normally for root only.
Here is Digital UNIX:
$ touch bits
$ chmod 7777 bits
$ ls -l bits
-rwsrwsrwx 1 acahalan acahalan 0 Apr 3 04:37 bits
As you can see, a normal user can not set the sticky bit.
