Time??

I am in Central US time.. my date says :
Tue Jan 5 13:13:36 CST 1999

My mail headers say :
-0600 EST

I run a program to test the time :
alien:/root # ./tmtest
my_time=915563572
sec=52
min=12
hour=13
mday=5
mon=0
year=99
wday=2
yday=4
isdst=0
daylight=1
tzname[0]=EST, tzname[1]=CDT

This is baffling to me.. is there a way to fix this? I haven't noticed
this before.

Debian 2.0
Kernel 2.2.0-pre4
Sendmail 8.8.8
