patch: Linux 2.2.0-pre3 ipc/util.c badness

I got these warnings when compiling for i386 with gcc 2.7.2.3 and a
minimal configuration
(http://www.jpj.net/~trevor/linux/config-2.2.0-pre3-minimum):

util.c:87: warning: `struct msgbuf' declared inside parameter list
util.c:87: warning: its scope is only this definition or declaration,
util.c:87: warning: which is probably not what you want.
util.c:93: warning: `struct msgbuf' declared inside parameter list
util.c:98: warning: `struct msqid_ds' declared inside parameter list

They are eliminated by the patch below.
