Maybe NCSA telnet does not like extended TCP options.

Try:

echo 0 >/proc/sys/net/ipv4/tcp_timestamps
echo 0 >/proc/sys/net/ipv4/tcp_sack
echo 0 >/proc/sys/net/ipv4/tcp_window_scaling
