Isn't the following paragraph usually included in GPL'ed stuff?
This program is free software; you can redistribute it and/or modify
it under the terms of the GNU General Public License as published by
the Free Software Foundation; either version 2 of the License, or
(at your option) any later version.
If so, one would "just" have to convince FSF to change the license and
produce a version 3 of it and all GPL'ed programs would follow. I think.
