I didn't see the patch...

But when I first started to use linux 3 years ago, it took me a
while to figure out there were no raw devices (which all other Unices
have).

Not having raw devices seems to wreck havoc with programs like
bad blocks...programs which just read and write the raw disk will
flush through the buffer cache...and I've seen all types of scheduling
problems when I run badblocks (my X server machine is 2.0.33).
When I run badblocks, I don't try to do anything else on my machine
while I do it...

If raw devices would make these problems go away, we should do it...
