Socks5 Error

I have a newbie problem. I'm setting up a firewall and i want to allow the
workstations to have IRC through socks5. My probelm is these socks5 error
appears after i start the socks5 server:

Bind failed 192.168.7.1:1080: Bad file descriptor

Accept: Failed to make listening socket.

Can somebody help me?
