I'm not all that knowledgeable about Alpha (I recently bought an LX164).
I use diald and have the following in the /etc/diald.conf file:
device /dev/ttyS1
speed 38400
Setserial -a /dev/ttyS1 says:
[root@ann src]# setserial -a /dev/ttyS1
/dev/ttyS1, Line 1, UART: 16550A, Port: 0x02f8, IRQ: 3

Flags: spd_normal skip_test
I can attest to the fact that with my USRobotics V Everything external,
I'm getting max 2.9K downloads (the same as with my Pentium).
