from include/linux/tqueue.h:
* - Bottom halfs are called in the reverse order that they were linked
* into the list.
so it's LIFO. Makes some sense from the cache-usage point of view? (a
'fresher' bh is more likely to have state still cached) It's somewhat
un-nice from the fairness point of view though.
